Ο Λουκάς Καραογλάνης γεννήθηκε το 1971 στην Αθήνα. Είναι απόφοιτος της Ελληνογαλλικής Σχολής Πειραιά « Saint Paul» (γυμνάσιο/λύκειο). Φοίτησε στην Ιατρική Σχολή του Πανεπιστημίου Κρήτης από όπου αποφοίτησε το 1996 με βαθμό «Λίαν Καλώς».
Πραγματοποίησε την ειδίκευσή του στην Οφθαλμολογία στο Ναυτικό Νοσοκομείο Αθηνών και στο Γενικό Νοσοκομείο Αθηνών «Λαϊκό», ενώ εξειδικεύτηκε στην Μικροχειρουργική του Καταρράκτη δίπλα στον διάσημο καθηγητή Dr. Amar Agarwal. Από το 2008 εργάζεται στο Ιδιωτικό του Ιατρείο στον Άγιο Στέφανο, όπου και κατοικεί. Συνεργάζεται με εξειδικευμένα Οφθαλμολογικά Κέντρα όπως το Ινστιτούτο ΟΜΜΑ, το Athens Eye Hospital και η Αθηναϊκή Κλινική.
Ασχολείται με όλο το φάσμα των οφθαλμολογικών παθήσεων με ιδιαίτερο ενδιαφέρον στην Χειρουργική του Καταρράκτη, στις Διαθλαστικές Επεμβάσεις, στο γλαύκωμα και στην Παθολογία του Αμφιβληστροειδούς, ενώ έχει τακτική παρουσία σε ελληνικά και διεθνή συνέδρια.
